If your mother is alone in India and nobody is there to take care of her then you can try to get a visa for her.

Produce your father's death certificate and get a certificate from Indian embassy that will prove your mother is alone in India.

Prepare other documents as required for dependent visa and Go to passport office and meet the head of the department and explain him and you might get it.
